Dissenters in America sometimes are imprisoned, deported and harassed. One solution is defection. This is the Thomas More / Marcus Garvey solution. Broadly, socialists of the utopian and anarchist type tend to defect. Scientific socialists, unionists (and bourgeoisie liberals) tend work for change from within the system.
The distinction between political reform and permanent revolution persists on the left.
